Yes, cement milk must be removed. Cement milk is a loose layer of cement and fine fraction that is brought to the surface by water released from the concrete. Cement milk has weak adhesion to the surface, which can affect the strength of the finished coating.
Concrete moisture in the surface layer of 20 mm thickness must not exceed 4 % (no film moisture on the concrete surface; the concrete surface must feel dry to the touch).
Recommended is the polyurethane 2K primer‑enamel ARMOPUR® DTM 113. The material is available in any RAL catalog color, fast‑drying, and possesses high physico‑mechanical properties.
